Shibetsu is a garden city rich in water and greenery, located in the center of northern Hokkaido. It features mountains, including the Teshio-dake Prefectural Natural Park, and the headwaters of the Teshio River, Hokkaido's second-largest river.
The city has a well-developed transportation network, with the JR Soya Main Line, the Hokkaido Jukan Expressway, and connections to national and major prefectural roads. It is accessible from Sapporo, the central city of Hokkaido, in about 2.5 hours by car or about 2 hours by JR train.
The city area spans 58 km from east to west and 42 km from north to south, with an administrative area of 1,119.22 km². About 75% of this area is forest.
The climate is continental with four distinct seasons. From May to early September, it is relatively hot and sunny, but there are large daily and annual temperature variations. Snow begins to fall around mid-November, and it is a cold, heavy-snow region, with accumulations exceeding 1 meter in flat areas and 2 meters in the mountains.
