The Otaru Ushio Festival began as a festival where citizens come together to give thanks to the sea, pray for the development of Otaru, and bring vitality to the town. On the first day, a "Ushio Furekomi" dance is held throughout the city to announce the start of the festival to the whole city. The opening ceremony also includes an offering of sacred water and a performance of ushio taiko drums.
