This facility is equipped with a multipurpose hall, a cultural assets exhibition room to introduce the history of Sutto, a library, a cooking room, a meeting room, and an activity room, and has comprehensive functions for a wide variety of community and social education activities.
The name "Withcom" means "to build tomorrow's Jutsu through communication among town residents.
