苫小牧アートフェスティバルとは、出光カルチャーパークと周りの文化施設が連携して、誰でも気軽に参加できる市民の手によるイベントです。平成22年からはじまり、今回で13年目になります。
今年もアーティストによるワークショップ等、様々なプログラムを予定しています。
