[Synopsis]
It's December in Hokkaido, and snow has begun to fall. In Nekoppe Village in eastern Hokkaido, a series of incidents have occurred in which people and livestock have been killed by what appears to be a brown bear. While there have been no reports of sightings, the culprit is suspected to be a brown bear known as a "den-mochi-tatsu" that does not hibernate, and people are being urged to be on the lookout.
December 28th marks the last day of work for the village office. The village mayor, who was trying to unwind from the year's fatigue, receives a call.
"A black and white brown bear is caught in a trap."
Is it really a brown bear? Or a panda?
Should we exterminate them or celebrate them?
Do you eat salmon? Do you eat bamboo?
Can humans and brown bears, or pandas...understand each other?
The village council, the hunting association, and people who absolutely do not want to kill bears gather at the village office to settle the matter over a single bear.
