[Synopsis]
Hokkaido in Shiwasu (December), where snow began to fall and accumulate. In "Nekoppe Village (Nekoppe Mura)" in eastern Hokkaido, incidents of people and livestock being killed by something resembling a brown bear were occurring one after another. While eyewitness information was not gathering, it was speculated that the culprit was a brown bear called "Anamotazu" (den-less) that does not hibernate, and caution was being called for.
On December 28th, the village office also finished work for the year. A call came to the village mayor, who was trying to heal the fatigue of one year.
"One black and white patterned brown bear is caught in a trap."
Is it really truly a brown bear? Or is it a panda?
Should it be exterminated? Should it be cherished?
Does it eat salmon? Does it eat bamboo?
Can humans and brown bears, or pandas... understand each other?
Surrounding one bear, the village council, the hunting association, and people who say "absolutely must not kill bears" gather at the village office in order to settle black and white. And on its outside...
