Shibetsu is a town located in the center of the Nemuro Subprefecture, at the easternmost tip of Hokkaido. From the town, the Shiretoko Peninsula, known as Japan's last unexplored region, extends to the left, and the Nemuro Peninsula, with Cape Nosappu at its tip, extends to the right, as if reaching out with both arms. The town faces the Sea of Okhotsk, and just 24 km offshore, the large figure of Kunashir Island, a close yet distant island, can be seen.
Furthermore, the town is a place of scenic beauty, with the Notsuke Peninsula, Japan's largest sand spit (a strip of sand extending from the coast into the sea), originating from the town. It also has the Konsen Plain with its vast pastures spreading out behind it.
