Otoineppu Village is "Hokkaido's smallest village," with a population of about 650 people, located at the northern end of the Kamikawa Subprefecture in Hokkaido. It is a rich mountainous area where 86% of the total area is occupied by vast prefectural forests and university research forests, and the great Teshio River flows through its center. It is also known as the "Birthplace of the name Hokkaido," where Takeshiro Matsuura, the "Godfather of Hokkaido," got the idea for the name of the province from an Ainu elder.
Due to its basin topography surrounded by mountains, the climate has extreme temperature differences; while it reaches 30 degrees Celsius in the summer, it becomes a frigid land in winter, with temperatures dropping below minus 30 degrees Celsius. It is one of Hokkaido's heaviest snowfall areas, with annual snowfall exceeding 12 meters, but this severe, deep snow creates the village's unique, powerful character and a breathtakingly beautiful silver world.
The primary industry is agriculture, with buckwheat in particular accounting for 90% of the cultivated field area, and in summer, its lovely white flowers bloom beautifully throughout the village. It is also a town of art, promoting itself as a "Village of Forests and Artisans," and is home to the "Eco-Museum Osashima Center," a renovated studio of the modern sculptor Bikky Sunazawa, and the only village-run high school of industrial arts in Hokkaido. It is a village that, though small, continues to shine with its own unique brilliance, harmonizing its rich forests, art, and culinary attractions.
