Flax cultivation began in Tomobetsu in 1893, and by around 1965, flax production was at its peak, making the area the most prosperous in the town.
However, due to disasters and other factors, the flax industry came to a temporary halt, but flax cultivation was revived again in Tobetsu for the production of flaxseed oil.
In recent years, many visitors come to Tobetsu to see the lovely flax flowers, and festivals are held in time for the flax blooming season.
