It was jointly produced by the sculptor Mr. Toshi Nagasaki, Mr. Hisao Kuwahara of the Monbetsu Chamber of Commerce and Industry, and Monbetsu citizens, in a project called "Drift Ice Art Festival" that was held in Showa 58 (1983).

Height 12m, Width 6m, Weight 7 tons. Formerly, with the intention of trying to express the blue sky of Okhotsk and the pure white world by means of an object, it was being floated in the sea when the drift ice season arrived, but now it is continuously being exhibited on land.
