Wakkanai City, in July, Showa 53rd year (1978), commemorating "Centennial of Founding," constructed the Centennial of Founding Commemorative Tower at 170 meters above sea level on the hill of Wakkanai Park.
It consists of the "Northern Memorial Museum," a reinforced concrete structure, two stories, as its base, and a "commemorative tower" of reinforced concrete hollow type, having a height of 80 meters above ground.
The Northern Memorial Museum, spanning the first and second floors, has a complete collection of materials related to the local area and Karafuto (Sakhalin).
The Centennial of Founding Commemorative Tower has a glass-paneled observatory at a height of 70 meters above ground, and from here, to the south is the vast Sarobetsu Wilderness, to the west is the view of Rishiri and Rebun, and to the north, separated by the Soya Strait, one can perceive the island silhouette of Sakhalin.
Indeed, a 360-degree grand panorama unfolds at 240 meters above sea level, and it is that one can enjoy scenery unique to Wakkanai.
